A constant monetary growth takes the sturm und drang out of financial markets. The way energy travels efficiently in the spacetime continuum is via waves. It would be counter productive to attempt to eliminate waves in economy. Indeed, that's what the goal of interest rate targeting is. Target money and forget interest rates. Let the market freely determine the price of money. They will by instantaneously achieving equilibrium between supply and demand every day. Thus you will never know where interest rates are going, but they they will hardly ever trend.
