The best way to force the shorts out is to give the investing public a good reason to buy the stock. Upward price pressure would cause short covering and an upward price spike. How many shares are short and where did the information come from?

I don't believe the shorts are keeping to stock down, I think lack of fundamentals are. While they posted a profit last quarter, no one has responded whether they have positive cash flow, something they've lacked forever. They keep issuing reg S shares to get cash to stay in business. Has that changed yet? If not, don't expect the price to do anything.
