How do I get Windows NT to turn off my monitor after, say, 15 minutes.

Take a look at your BIOS to see if you can use the power management capabilities built into your BIOS to turn off your monitor after 15 minutes. It is certainly easier to user the power management capability built into Win 98 but the BIOS built into motherboards like an ASUS P2B also let you turn off a monitor after a delay without using the power management capabilities built into Win 98 or not built into Win NT.
