I'm afraid so. There are quite a few states that make it very hard to put a Medical Device that cost more than $1 Million, in place. One needs a certificate of need. It is one of the down sides of the Quasi socialist medical system we have. It protects the status quo! and their pocketbooks. People are forced to take the ridiculous "stress test" and then some drop dead ten minutes later. President Bush has had an EBCT scan and knows the score. This BS should end soon.
