Now that is an interesting speculation:

It is pretty clear that Bush/Cheney had a game plan to talk the economy down back in December. It wouldn't be that surprising for them to enlist a few sympathetic businessmen in their game. After all, it will be only a couple of quarters of pain if everything works out, and the Bushmen can give them lots of long term goodies, like continued free trade and loosening of quotas on foreign workers, especially from India for software developers. And better to take lumps now than next year before the Congressional elections.

It actually makes some sense.
