I believe again, that the main problem is the lead smelting surcharge implemented by Bruce Babbitt under the previous administration. There is talk of rescinding that surcharge: if that happens, I have been advised, the lead price could return to levels that are seen world-wide, rather than the discount we have here. I.e., no producers
are in a position to pay that surcharge in order to have their ore smelted at this point.
