New York, March 14, 2001 -- Moody's Investors Service has downgraded the senior unsecured debt rating of PSINet, Inc. ("PSINet") to Ca from Caa1. In addition, the senior implied and senior secured ratings are downgraded to Caa3 from B3. This concludes the rating review that was initiated on November 3, 2000. The outlook is negative.

Moody's considers it doubtful that the company's asset base would fully satisfy the claims of all debt-holders in a liquidation scenario. The negative outlook reflects our continuing concern that PSINet lacks sufficient liquidity to fulfill its capital needs in the intermediate term.
