The NY Times was talking about the job approval question, "Do you approve of the job X is doing as President?", not personal ratings, "Do you have a favorable or unfavorable opinion of X?"

Clinton's initial job approval ratings were in the 60's, while Bush's were in the high 40's, but Bush's have been rising and are now at 60.

I always thought the job approval question was very ambiguous. Do I think W is doing an effective job as President? yes. Do I like any of his policies? no.

So do I answer yes or no?
