Ralph Bloch thinks if 20-25% of that $2 trillion gets drawn into the market, it'll take off. FWIW. I think it was Challo or someone who said that Japanese investors have been sitting on sizeable savings accounts for a decade, so yes, cash can stay sidelined without a reason to rise.
