When you have a sustained decline like we saw last year you see selling from stock holders that have held the stock from significantly lower levels and with considerable cap gains that they are trying to hold on to. For this reason tax receipts for last year and this year will go up not down. The decline forced selling from the LTB&H investors triggering cap gains taxes.

After this year and next, that's up to debate, but historically, a lowering of the marginal tax rate and caps gains taxes has resulted in an increase in tax receipts further downstream.
