Wondering if I'm not better off just upgrading to Windows 2000 though I've heard that it's MUCH better to start off fresh with Windows 2000 rather than upgrading from another OS.

I always like to do a fresh install when upgrading to the latest Microsoft Operating System. Mostly to get rid of a lot of files that I no longer use or know what they are for. But if you want to upgrade in the shortest time and haven't uninstalled a lot of application programs then upgrading is a much better choice.
