Have you ever worked with emotionally disturbed kids? These are kids who before the ADA would not have been in school. But kids with disabilities must be educated. These kids hit and bite, spit and kick. Throw chairs, bang themselves into things- and I could go on and on. 50 years ago they would have been released from the schools to the care of their parents. They might have been committed to an institution, or kept at home.

I don't think you understand the impact of forcing the school district to educate EVERYONE. This was not required 50 years ago.
