Well, of course it is. And I understand why you'd want to change that. But it's also a perfect environment for stakeholders to let their hair down, listen actively, work around Joe's bias or Suzie's blind spot or Fred's territorialism. Closed meetings can be good things or bad things depending on circumstances. Meetings forced to be open are either useless or staged, as I said. By forcing open meetings you are dealing with the symptom rather than the problem.
