I suggest that if you were not wearing seat belts (exercising due diligence) your insurance won't cover any injuries that would have been prevented. If you are brain-dead your parts will be used for the greater good. Your freedom should cost you since you are willing to actively try to increase the odds of hurting yourself. You are free to drive without the seatbelts. The fines are the price.

Also as I said before I want to wear seatbelts.

As for insurance, even if I did decide not to wear a seatbelt I am not in as much danger as many who are bad drivers and/or drive a lot more then I do. Perhaps the insurance companies could offer a seatbelt rate and a no seatbelt required rate. If you tell the insurance company that you wear a seatbelt and it can be determined that you have an accident when you where not wearing a seatbelt then your insurance company would not have to pay out. If some one else was at fault in the acident your not wearing a seatbelt would be considered partial cause for your injuries and the other party's insurance company would not have to pay as much in some cases.

So should people be fined any time they do something dangerous? Skydiving is probably more dangerous then driving without a seatbelt. Race car driving with a 5 point racing seatbelt and a helmet is more dangerous then normal driving with no seat belt. Should race car drivers and skydivers, and rock climbers, and participants in "extreme sports", all pay fines?
