If you are petite, then you can get adjusters from JC Whitney (sp?), a catalog car-accessory company. You should be able to get any off-the-shelf seatbelt arrangement and with adequate 3rd party or dealer support, customize it for your body shape. If not, you could make an ADA claim if you are too big or small for your seatbelt and the dealer might have to reimburse you. It is your responsibility to notify the government rather than unilaterally ignore it. I'd say make the arrangement as safe as you can, but the law is still there. Heck, I think most unlawful things should be handled this way. I see very little reason to lock you up for it no matter how much you protest it.

As for a broken windpipe vs. traumatic head injury, I'd take the windpipe in a second. Much more likely to survive that than having half your brain spread on the pavement.
