Remember "read my lips"? I volunteered to work for George H Bush during his administration, after I asked him to run for the presidency in the late 1970s with a phone call to Houston.

When there is a tax cut, there will be a tax increase later.

We prefer supply side stimulus, infrastructural stimulus of urban renewal or transportation improvements(job creation); rather than small tax refund or smaller withholdings that can be wasted in our economy.

Regarding market recovery, cash reserved by the shorts has plenty of liquidity. We only have to negotiate to fill them with new issues. Then the market will be off to nice moves to do more shorts again. Such is life, and every one loves it. If people don't fill the shorts, then things could get ugly. Supply and demand have always been balanced, but we could hasten them.

God willing and this shall come to pass, also.
