Subsidizing inefficient industries so they can continue inefficient practices hurts everyone in the long run. Corporate welfare is still welfare, and it's not a good thing. Workers in the steel using industries outnumber workers in the steel making industries 40 to 1. There are only 200,000 workers employed in the steel making industry. High steel prices hurt the workers in the steel using industries and they hurt consumers.
