Roaming around the world relates to 1) billing, 2) beeing accepted by the local network, 3) frequency compatibility of the phone you are using. SIM (Subscriber Identity Module which QCOM calls a RUIM)cards (transportable from phone to phone and residing in the phone separate issues 1) and 3) above. If your SIM information is allowed by the local network (issue 1) and you install it in a phone that complies with local frequency and technology (issue 3) then you can use the device (issue2).

Cricket citys are islands of inexpensive local calling. Your phone can only be used on your island. It is like an enhaccement of the indian WLL. There is talk of connecting Cricket "islands" so the residents of "island A" can
call the residents of "island B" and vice versa but (as simple as this seems in concept) this has not been done. Similarly, as far as I know, residents of island A can't take their cricket phones to island B and use them there.

The proposed connecting of CDMA phones in Japan, Korea and China will simply require mutual agreement among the 3 partys. Similarly, there is no reason why US, Australia, Canada and others can't join. After all, the value of a network to all partys increases with its size. Depending on the scheme of things, I can see that a SIM compatible phone might be necessary.
