I'll take a stab at it, but Pat, of course, gets the last word. I have heard management of GLW talk about how the economics of new networks is so compelling that, even if there is unused capacity (dark fiber) available, it is still cheaper in the long run for carriers to install new networks because of the advances in speed, capacity, and flexibility of deployment. Carriers that try to make do with older systems will not be competitive in the long run because of higher operating costs.
