My guess, is they're using a cheaper "Desktop" Chip.

"As for why other companies have 1 GHz chips in their notebooks (like pro-star), here's why:
They have been putting desktop CPUs into these notebooks. Its called desktop arbitrage.
These retailers like Gericom and ProStar target people that really want their notebooks for portability --- i.e. having computing performance in multiple places that have access to a power supply. Thus, having higher energy thermals is no big deal b/c they don't care about battery life and thus sticking a desktop CPU in a notebook works for them.
