Bush backs off pledge to limit carbon dioxide Reversing a campaign pledge, President Bush told lawmakers Tuesday he will not seek to compel power plants to reduce carbon dioxide emissions, the main "greenhouse gas" implicated in global warming. In a letter to four Republican senators, Bush said he does not support such a requirement now because a recent Department of Energy report warns it would boost electricity prices.
