When their PE's start to be at 1.5 time % five year projected growth rate. Quality stocks might be able to sport something higher then that. The flaw in the above thinking is that the projected 5 year % growth rate has become a moving target. So, as you mentioned in your post, the down trend needs to end before any real thought to valuation can be made. In the short term it's about visibility, as soon as we hear any amount of improvement in the out look, quality stocks will move rather quickly. That said, I'm looking for 4 to 5 month base building process to rid stocks of those investors that feel like bag holders, or overhead resistance. So, I see plenty of time to make buying decisions.
