Oh I see where you're coming from... But still, if they refinance and take out additional equity loans against their homes in order to pay off higher interest bearing credit card debt, doesn't this also count as a wash since that credit card debt is being paid off?

Only were people taking loans on their homes to pay income taxes, make purchases, or finance discretionary spending would your example seem to make sense.
