Good point, Paul.

Kumar thinks that there's no reason to have a rating for Intel below "Buy", primarily because he thinks that in the long run, Intel will consistently reward its shareholders. Thus, he prefers just to time things with either "Strong Buy "or "Buy" ratings.

Such an attitude ignores the possibility that Intel might never attain its old high of $80 again, and that Intel certainly might not reward its shareholders nearly as well over the future as it has in the past.
