Bill,

I do not believe the Cartel will hold hope any longer. I believe the cut in production will end up being meaningless. The Cartel acted as a team as demand for oil was increasing at a rapid rate due to the growth in world wide economys. Most of the countries were producing at full capacity so there was no incentive to cheat. Now these countries are expected export far less than they can produce. I believe sheating will become wide spread again.
