To prematurely alter distribution methods mostly based on fears of unsafe secure delivery of sensative financial information. Ie the idea is sound but fear of process exsists.

So to stimulate a new process, let the implimenation of the process be a credit on taxes, "free", and to realize the imense saving, the digital distributing corporation has to "spend" the development money towards education of the reciepient to realize any future savings.

So what the government ends up doing is spending money on the "Erie Cannal", but it's up to the shippers to convince merchants to ship their goods on the cannal vs. horse. It's like funding that or the Railroads....it's the same thing, just not goods...but information, data.

The Trancontinential Railroaded connected east to west, this just connects us all, and the world. The west would have never been tammed in such a short time without government stimulas. THIS TOO.
