I am a capitalist pig I admit it. But everyone in CA has been bought off and the only way this will get back in equilibrium is when the money runs out. At the current rate, this will not take long. Right now the "Gov" is in love with CPN because they are CA based and they are willing to contract at "reasonable" rates. CPN will be the model that will be held up to compare to a Public Power Authority but remember the Democrats control both houses. The "Gov will have to veto his party's bill and then face a potential and highly likely voter initiative. The DWR who is buying the power is desperately trying to keep a lid on the prices by only accepting what they view as reasonable - those that price over this "amount" get put on the Utilities tab and face the possible bankrupt wipeout. Noone knows what these "amounts" are - they are a "secret" according to the "Gov" and to give them out would amount to aid and comfort to the "bad guys" (i.e. out of state generators) excluding CPN and the LA Dept of Water and Power who are "surprise surprise" getting the top "amount" from the DNR a real example of a capitalist Public Power Authority - I love this sometime - isn't it great!! And the legislature was informed that another $500 million was being withdrawn out of the dwindling surplus. CPN could end up with the entire CA market - whatever's left of it.
