Standard & Poor's Downgrades Aozora Bank
Rating To BB

TOKYO (Nikkei)--Standard & Poor's Corp. on Monday downgraded
the long-term debts of Aozora Bank -- the former Nippon Credit
Bank -- to below investment grade at BB.

The U.S. rating agency attributes the downgrade to the bank's
heavy reliance on debentures, which makes its fund-raising
activities costly. The BB rating means that a company could default
on its debts if its business environment deteriorates.

The bank protested the downgrade, saying it has had insufficient
opportunity to explain its business performance after starting anew
as a private institution following its rehabilitation.
