Will we never learn. The problem is that it is only half regulated. The selling price is controlled creating a imbalance in supply and demand. The only solution is to deregulate everything, let the price go sky high, which will cut down usage and encourage new power production capacity which will eventually lower the price. It is supply and demand, a wonderful tool that has worked for ages.
