You're right. Imagine the costs of the ergonomic rules Clinton imposed at the last moment.

Imagine the costs of regulating Co2 as a pollutant. The DOE estimated the cost at 110 billion.

Thankfully Bush ignored the special interests in favor of the national interest and aborted both regulatory schemes.
