You may be paying too little, you may be paying too much. There's now way to tell. Regulators have to set the price high enough to allow utilities to make profits that justify raising the capital to build new capacity to keep up with growing demand. If your state regulators guess wrong on the low side, you'll find that out when the lights go off. To high? You'll never know.
