DMA, we have not had a power outage here due to lack of generating capacity in 70 years and most likely our rates are less than yours. We are happy to pay 7 cents for reliable power. Maybe with deregulation and perfect competition our rates could be 6 cents, but again the bureacrats could screw it up like California and we could be paying much more and suffering outages. It is precisely because I don't trust the bureacrats that I don't want to change a working system. By the way, we are swamped with inquiries by west coast companies wanting to move to reliable energy supplies.
