As for the arsenic, the Clinton-imposed, last minute rules were opposed by municipalities (the people) because of their cost. Out West, arsenic naturally occurs in the water, it's not the result of some industrial byproduct as your disinformation implies.
As for carbon dioxide, it's not a pollutant according to the EPA, so why regulate it? Sure, Liberals know better than anyone that whenever Liberals speak it's pollution, but conservatives are used to that and can deal with it. They raise children after all.
Besides, Bush - along with the entire Senate - always opposed Kyoto, so regulating Co2 was never ever a promise - it was a mistake - and Liberals know that. Thankfully Bush corrected that fleeting mistake instead of enshrining it in the law like Liberals always try to do.
Thank goodness Bush is putting the people first over the hysterical extremists.
