That's an EXCELLENT idea but, yeah, it's probably too late.

Have been doing a lot of research on the California the past few weeks. As far as I can tell there is ONE and only one way they can avoid blackouts. It isn't by having a cool summer and it isn't by economic recession.

The Northwest drought has to end. They need a massive amount of rain, as in 40 days and 40 nights. Nothing short of that will suffice.
