Your #4 might work, but it would have been better to set all this up before imports started becoming necessary. You can't bring in water and power from someplace else if you're not willing to pay the price and you're not willing to have the thing in your own back yard. I think high prices are the best cure for high prices. We still have $1.78/ gallon gas up here, which is the same price it was ten years ago when I got here. There was only one supplier then, but another moved in and the price immediately dropped to $1.25. Then it slowly crept back up and now we have the same price you do. Price controls were one of Nixon's dumbest ideas, in my view.
