The line is drawn at something called a basis for the buy recomend. Whatever that is. As far as I can see.

Does it mean that if I decide to buy a stock and post why that the SEC is gonna come knocking on my door?

If you sell it at a profit and then it tanks they might. If you lose your ass your probably safe..lol..

Meanwhile the analysts are running or destroying stocks with upgrades/downgrades

Ahhhh, you have found the key. You see the analysts don`t own the stock they are touting. Or buying the stock they are down grading. So they can`t profit Directly from their upgrades/downgrades.

Boldget was paid what? 6 million last year for his SERVICES. But he didn`t trade the stocks he covered. BTW a shareholder has filed suit against him saying he had no basis for for his price target. The SEC is no where to be found. We might get to find out what a basis is..lol..

My question is... do any of these people have an IQ over 60.

Yes, they do. And an army of lawyers.
