IMT-2000 "officially" designates specific spectrum (June 2000 expanded allocations from original allocations of 1992), but it does not dictate what carrier is used in that spectrum. 3GPP UMTS UTRA DS (W-CDMA) happens to use 5MHz carrier, but 1.25 MHz carrier can be used as well and still be "official". 1xRTT when combined with 1xEV (as both are currently standardized) will meet all IMT-2000 3G requirements except the "official" spectrum it is deployed in (in the Americas, and will meet ALL requisites when deployed by KDDI in 2GHz Japanese spectrum next year. 3xMC or 1xEV-DV adds a 5MHZ carrier capability for those carriers that believe, as many do, that the 5MHz carrier is the best way to optimize CDMA in large chunks of contiguous spectrum. In the interim, "official" spectrum allocations for IMT-2000 spectrum 1xRTT/1xEV-DO is an efficient way to provide "3G" services where large chunks of contiguous spectrum are not available. EDGE holds the same "promise" ... but then again, we may or may not ever see EDGE ever deployed in a manner where all other aspects of IMT-2000 requirements are met.
