Well Ron Mr. Wattenburg may have a PHD in nuclear physics but I cannot comprehend his proposal. You see 220 is just two 120 line that are out of phase. Each is 110 or 120 with respect to the neutral or return wire which is also connected to earth ground. So I suppose one might switch one phase of the circuit to the other and thus you would have the same phase on both circuits and zero between the phases. The only problem is that now you would have to provide 100% of the power on one phase and this would double the current and could trip the master breakers and cause unbalance. Yes some PHD's are retards also.
