The evidence on that issue is a lot clearer. Also the costs of suggesting to people that maybe it would be a good idea if they stop smoking is a lot less then the costs of a drastic reduction in CO2 production. Furthermore if global warming does turn out to be a problem there are other ways to deal with it that will only cost millions or billions instead of trillions.
