I know this is a rough translation but it suggests to me a resolution to the 200 milliseconds mystery. 200 milliseconds is possibly the minimum period between multiplier changes and not the actual time it takes to execute the switch. It seems to me that multiplier switching shouldn't take much more time than a context switch (which also flushes the pipeline) and is <<200ms.
