Three rate cuts and 8 consecutive down weeks both suggest a bullish outlook for the next 12 months.

I'm not sure I follow this logic.

Here's an interesting tidbit. We had 9 straight UP weeks in November/December 1999, followed shortly thereafter by guess what?...8 of 10 more UP weeks! I underestimated the bull, I refuse to underestimate the bear.
