This is the first time I've heard about the Phoenix meeting. However, the Aspen meeting of the IPPs and the financiers in the autumn of 1996 is well documented. These meetings do occur and the legal process of discovery will eventually turn up some interesting evidence.

You seem to be in denial that a lot of business is simple collusion. Haven't you been reading the papers about the ADM executives have served time for price fixing in the lysine and citric acid markets? Or how about Sen. Ron Wyden's investigation into price fixing in the West Coast gasoline market.

You are simply naive if you deny that this is going on. And a fool if you deny that the most amazing and outrageous example of price fixing we've seen in our lifetimes is the current California energy market.

To answer your question directly, i.e. "does anyone have anything substantial on this?" No, not now. Because the Cal ISO

has just now pressed the FERC to demand records, and FERC, oh so fucking conveniently has ruled that it has no jurisdiction to investigate the market prior to Oct. 2, 2000. This one is going into the courts. It is only a matter of the luck of the fucking draw as to whether we get a Louis Brandeis or a paid off good ol' boy asshole like Sanders Sauls.
