Even if we take the highest figure we have 25.9%. Then multiply it by 1.2 (12 years instead of 10) and we get 31.2%. Meanwile in the 12 years in question inflation adjusted spending increased 75%.a

Are you saying that budget increases should mirror population increases? If so, why?
