Exactly. Fortunately, Microsoft doesn't sell any localized server operating systems (except maybe German and French), so the problem is not that big for corporations. Except maybe that approx. half of all NT administrators don't know English well enough to read the documentation or help files.
The problem arises when people's private computers get onto the internet with ADSL. Localized Windows cannot be made really safe because of lack of patches, whereas Linux can. And, if you should doubt it, Linux distributions are always localized. I can log into my Linux with Russian all over it, with Japanese, Danish, German, English, you name it. I can even start the same program twice, in two different languages, and it works perfectly.
I know too many corporations, even some of the biggest ones in Denmark, who have serious security problems. The main problems is that they rely on virus scanning. I once made a simple test: I made an .exe file that did nothing but write a file and show a message. Then I sent it to one of my friends in one of Denmarks biggest companies, and he was able to receive it and it worked when he double-clicked it. If I had been a hacker, I would have hacked the company. And my friend can only trust my words that I haven't hacked his computer.
