You are taking a couple of very specific instances where a patch you require is not available in Dannish and extending that to the entire Windows localization effort. Windows 2000 ships in something like 26 languages, and it's not just English, French and German. How about Japanese? Maybe Chinese? Hebrew? The list goes on and on.
Unfortuatly, not all languages ship at the same time. Localizing the product takes time, and is therefore prioritized according to a number of factors, including install base. That being said, have you ever taken a close look at the multi-language version of windows 2000? Here's a write-up about the product:
For global companies, Windows 2000 offers unparalleled multi-language support. Because of its implementation of Unicode 2, Windows 2000 can display documents in over 60 languages. For example, a user with an English language version of Windows 2000 can display a document written in Japanese without having to reboot to a Japanese version of Windows 2000. To further enhance multi-language support, Microsoft offers a separate multi-language version of Windows 2000, which provides up to 25 localized language versions of the Windows user interface. This means a user can log on to any computer and view the interface in the preferred language. And, of course, Microsoft ships separate language versions of Windows 2000 in nearly 35 languages.
Sounds kind of like what you were claiming the product just couldn't do in your post, doesn't it?
