Yes, it is my understanding that Soviet tanks were very poor at the beginning of the war, and that they had virtually no other vehicles suitable for battlefield conditions. In addition, they were in disarray due to the pre- war purges of the officer corps, and the political discipline continued into the war, to the detriment of the war effort. Solzhenitsyn, for example, first got into trouble as a captain criticizing Stalin in personal letters that were read by the political officer of his unit. They needed extra materiel just to make up for early blunders as they found their "sea legs" and became hardened for battle.
