2.7 GHz is actually very conservative. Intel may well reach 3.3 GHz at 0.13-micron using copper interconnects.

"No problem. They keep P4 at 1.5GHz because they love losing market share to AMD, but they could actually release a 2GHz CPU any day they want to. They are just toying with AMD and keep them around for antitrust reasons."

Intel does not have much fab capacity with sufficient tolerances to produce P4 processors. Pushing up the highest price that they charge for processors is difficult in today's market, so introducing higher speed grades would only depress the prices of currently shipping speed grades. Nevertheless, Intel is not in the position to ship 2.0 GHz any time they wish. I would guess that the best they could do right now would be 1.8 GHz.
