I disagree.

If the government (which in a government of the people is synonymous with society) sets up benefit programs at the desire of a majority of the people, it has a right to make sure that those benefit programs are not unreasonably abused by inapropriate personal behaviors.

For example, where a road is private on private property, say in a housing development, the government has no right to tell you what speed you can drive on the road. But when the government takes over the roads, maintaining and patrolling them and being liable for suits for dangerous road conditions, they have a right to impose a speed limit and enforce it.
