One reason the keep P4 at 1.5 is maybe because they don't want to completely trash the P-III? You forget that Intel is mainly a marketing company.

You also mentioned that Intel designed the P4 in a way where it couldn't scale to it's full potential. Is it possible to lift those restraints while moving to .13u.
