I have 128/384 and I've tweaked the RWIN and TTL and download at the rate of 8-9 MGs a minute

I haven't tested my ISDN download speed yet, but I believe it's in the neighborhood of 1mg per minute. How much of the 8-9 megs you are downloading at is from the tweaking you've done? Seems like you are downloading a double or more the rate I would expect based on 384 dsl speed.
